2011-12 & 2012-13 WOMEN’S LACROSSE
MAJOR RULES CHANGES
The following rules changes have been approved by the NCAA
Women’s Lacrosse Rules
Committee and the Playing Rules Oversight Panel. They will be
incorporated into the
rules book for the 2012 and 2013 seasons.
Rule 1-10 (New): Playing Area. Define penalty area as being
directly in front of the
scorer’s table at the rear of the substitution area. A player
serving a penalty must sit
or kneel in this area until the penalty time has expired or a
goal has been scored.
Rationale:
Having a defined area will assist scorer’s table personnel in
monitoring
players who are sitting out due to a card being issued.
Rule 3-2: Game Personnel (Coaches). Standardize protocol for
pre-game meeting
with coaches – both coaches will meet with officials with 10
minutes showing
on the pre-game clock.
Rationale:
Officials meeting with both coaches at a set time will ensure
that
both coaches are present during any rules discussion. It will
also ensure that
team warm ups are not interrupted.
Rule 3-9.c: Game Personnel (Umpires). A coach from the
opposing team must be
given the opportunity to be present during any in-game
communication with the
fficials during the game.
Rationale:
While this procedure is followed during tournament games there
was nothing written in the rule book governing regular season
play.
Rule 5-1: Start/Restart of Game. Reduce number of players
allowed between
the restraining lines during the draw from five for each team to
three for each team.
Rationale:
Reducing the number of players permitted around the center
circle
during the draw will improve player safety and increase the
instances where
one team wins the draw cleanly.
Rule 7-6: Team Fouls/Offside. If attack fouls, the closest
defender to the spot
of the ball will be awarded a free position at that spot (not
closer than 8m to
the goal circle). The attack player with the ball will go 4m
behind; the attacker
closest to the restraining line will move back onside.
Rationale:
This change will bring the penalty for the attack being offside
more in
line with the penalty for the defense being offside.
Rule 7-10: Goal Circle Fouls. Change the penalty
administration of goal circle fouls
to put the fouling player 4m behind the player with the ball
rather than 4m in front of her.
Rationale :
Strengthens the penalty for the defense going through the goal
circle
to encourage compliance with the rule.
Rule 7-28: Misconduct. Any player receiving a yellow card
will now serve a 2-minute penalty (releasable if opposing team
scores) with her team playing short in both their offensive and
defensive ends of the field.
Rationale:
Strengthens the penalty for a cardable foul to encourage safer
play.
Rule 7-30: Misconduct. Any player receiving a red card will
be ejected from the game.
Her team will play short for 2-minutes in both the offensive and
defensive ends of the
field and the penalty is non-releasable.
Rationale:
The penalty would be non-releasable because of the severity of
the violation.
Rule 7-31: Misconduct. A player entering the game before
penalty time is up will
serve an additional two minute penalty. The head coach will no
longer be carded.
Rationale:
Standardizes and simplifies the penalty for entering play early
on a penalty.
Rule 7-32: Misconduct. Any card issued for lack of bench
decorum will now be issued
to the head coach. The head coach must select a player on the
field who will serve a
2 minute releasable penalty.
Rationale:
Makes the head coach responsible for the conduct of all players
and
team personnel in the bench area.
Rule 8: Definitions. Added a new category to the definition
of "Played" to include
stoppage of play due to a major foul by the defense.
Rationale:
Clarification to the rule.

2010 US Lacrosse test
All of the documents (in pdf format) can be found on the

To be considered in “good standing”
and to be assigned games,
you must have ALL of the following accomplished (or officially
planned).
If you are missing one “piece” of the puzzle, you will not be
considered in
good standing and you will not be assigned.
If you are attending my class Sunday, we will handle all of this
then so “no worries”.

JOINED US LACROSSE as a WOMEN'S LACROSSE OFFICIAL
(renewed membership- ANNUALLY)

I will be viewing this site again early next week and will
notify
Jeff of anyone who has not renewed membership. No exceptions.
Early next week I will visit the site and see who has not
joined.
At this point your rule book will arrive very late and it will
be
quite difficult for you to take the test and be prepared for the
season,
so it really is the “11th hour”. Test scores are
available to me as
well as the date you renewed.
2)
Attend Mandatory Rules
Interpretation Meeting- 10 am at HB in
Shaker on Feb. 26. Plan on arriving by 9:30. If you
plan on doing
ANY collegiate games you must come at 9:00 for NCAA
(not club games- just NCAA).
This meeting is the last Saturday in February every year.
3)
Pay ANNUAL DUES to NOWLOA-
$50. Check payable to NOWLOA,
please bring to Rules Interpretation Meeting. Cash is fine too.
IF YOU ARE NEW THIS YEAR THE FEE IS WAIVED because you
had to pay to take a class.
4)
Ask yourself, “am I due to
re-rate this year”? If no; don’t worry about
this section until next year. If YES, then you need to
have a date
scheduled for a classroom session and a time scheduled to
re-rate.
You will need to inform me of those two dates (one for the
classroom and
WHEN are you re-rating). Check
www.nowloa.com for times, locations,
and contact people. Space is filling up very quickly. You
will need to
know these dates by the meeting (most dates are after the rules
interp; some are before).
5)
Print the test and take it
in paper form. Then submit your answers on line.
When I go to view who has renewed membership I also view test
results.
I will be doing this early to mid next week. I realized
the website
has had some problems but it should be up and running any day
now.

Proposed Rule Changes – 2010 Season
The Women’s Division Rules Committee met
from August 7-9, 2009 and took the following
actions:
Rule Changes
Rule 2 – Equipment and Uniforms
Section 13 – If a number appears on a
player’s kilt, shorts or pants it must match the number
on her shirt.
Rule 3 – Game Personnel
Section 7 – Umpires jurisdiction extends
from 30 minutes before the game begins until the
umpires leave the playing venue. [Jurisdiction pre-game
was in the rules but we had nothing
about after the game ended. This was needed to allow
umpires to card for a post game incident.]
Section 13 – Official timer will notify the
coach when her player’s 3 minute penalty time is over.
Rule 4 – Time Factors and Scoring
Section 4 – Allow the team in possession of
the ball to call a time out during a dead ball situation.
Rule 5 - Play of the Game
Section 27 – Added a new section to address
what will happen if a coach asks for a stick measurement – only
the overall length will be measured. In lieu of measuring
the head of the
crosse the umpire will perform a check on the pocket.
Rule 6 – Fouls
Section 1 – A new example of Illegal Use of
the Crosse was added: Cross Check-using the
shaft of the crosse to hit, push, or displace an opponent.
Section 2 – Made stepping on/into the
center circle or on/over the restraining line early on the
draw part of the illegal draw minor foul.
Rule 7 – Penalty Administration
Section 34 (new) – Added wording that
allows the officials to issue a post-game ejection to
any player or coach where conduct directed at any umpire occurs
that would warrant a red card
during play.
Rule 8 – Definition of Terms
Definition of Within a Stick’s Length was
changed to inside a crosses’ length only.
Rule 9 – Manufacturer’s Specifications
Section 24 – All crosses must be in
compliance with shooting string specifications by 2011.
[The issue is the strings being rolled or coiled or twisted more
than twice between each
thong – this was not being strictly enforced as we allowed
manufacturers to deplete their
supply of pre-made pockets. The Committee feels that
enough time has passed since this
change was implemented and setting a definite date will allow
all sticks to come into compliance.]
Editorial/Wording Changes
Rule 1 – Playing Area and Goals:
Clarified wording on goal post measurements – 1.5-2” in
diameter
Rule 2 – Equipment and Uniforms:
Clarified that piping will be allowed in the new uniform
specifications but only in areas where trim or side panel is
allowed. Combined piping and
trim must fall within new measurement specifications
Rule 3 – Game Personnel: Added
wording that the scorer must also record in the scorebook
any card issued to a coach or other team personnel.
Rule 5 – Play of the Game:
Clarified wording in the section on The Draw-entire crosse must
be above hip level; entire length of both crosses must be
contained within the vertical plane
of the center line.
Rule 6 – Fouls: Clarified what
is meant by False Start.
Rule 7 – Penalty Administration:
Incorporated wording from rule interpretations issued
last season-position of the goalie on restart of play if she has
been carded; next game suspension at
end of season is served in the first regular season game of the
next season; anyone serving next
game suspension may not be at the game; entry before penalty
time expires will be a card to the
head coach.
Rule 8 – Definition of Terms:
Clarified the definition of Grounded and Checking
(no longer Crosse Check
Youth Rules – Full Checking Program
Added a new umpire mechanic to assist with
the 3 second closely marked rule – verbal and
visual count will be required.
Clarified that teams qualified to
participate at Level FC will be using the regular women’s rules
with the exception of the mandatory red card for a check to the
head and not playing stopped
clock.
Lightning Policy
At the request of the NFHS we will add
their policy on how to deal with lightning/bad
weather to the USL rule book. Please note that this will
be a default policy, meaning if a state,
league or school system has a different policy in place and
chooses not to follow what it is the
rule book that would be acceptable.
